Local gas prices still on the rise
 
According to the Cochise College Center for Economic Research's latest survey of gas prices, conducted September 17—21, the average price of a gallon of regular unleaded gasoline in Cochise County increased from $3.68 to $3.70 over the preceding two-week period. According to AAA Arizona, the statewide price climbed from $3.61 to $3.74. Nationally, according to the Energy Information Administration, the price was up from $3.84 to $3.88.
 
The price of a gallon of regular unleaded gasoline in Benson inched upward from $3.75 to $3.76. In Bisbee, the price stabilized at $3.76. In Douglas, the price was unchanged at $3.67. In Huachuca City, the price jumped from $3.53 to $3.66. In Sierra Vista, the price rose marginally from $3.61 to $3.62. In Tombstone, the price climbed from $3.70 to $3.77. Willcox saw the price of gas increase slightly from $3.70 to $3.71 per gallon.
 
A year ago, the nationwide average price of a gallon of regular unleaded gasoline, according to EIA, was $3.60, which is 28 cents lower than its current price. At the state level, according to AAA Arizona, the price a year ago was 28 cents lower at $3.46. In Cochise County, according to the CER survey, the price a year ago was 11 cents lower at $3.59.

Replacement of State Route 90 bridge over the San Pedro River to begin Oct. 1
 
Temporary signal will begin directing traffic through the project area Sept. 27 to allow crews to prepare for reconstruction
 
The Arizona Department of Transportation will begin work Oct. 1 to replace the State Route 90 bridge over the San Pedro River east of Sierra Vista in Cochise County.
 
Motorists traveling in the area will see restrictions and temporary traffic signals in place beginning Thursday, Sept. 27 to allow crews to prepare the existing bridge for replacement.
 
The $7 million project to replace the 57-year-old bridge is scheduled to be completed in 18 months, with a six-month construction shutdown from April 1, 2013 until October 1, 2013 to avoid disturbing the nesting season of migratory birds in the San Pedro Riparian National Conservation Area.
 
The new bridge, located near mile post 329 and one mile west of High Knoll Road, will feature wider travel lanes, emergency shoulders, new highway approaches and will be six feet higher than the existing bridge.
 
During each of the six-month construction periods from October through March, motorists on SR 90 will share a single lane controlled by temporary traffic signals.
 
The temporary signals will regulate traffic around the clock during construction. Delays of six to eight minutes are anticipated with the potential for waiting times as long as 15 minutes during peak travel times.
 
Some overnight closures of SR 90 will be necessary during the course of construction to safeguard motorists during certain work, requiring detours on State Route 92 and State Route 80. ADOT will provide advance notice of when those overnight closures will be in effect.
 
During the first six-month phase of construction, crews will replace the eastbound portion of the bridge, with traffic sharing a single lane on the westbound portion of the existing bridge.
 
Workers will be on site from 6 a.m. until 5 p.m. weekdays.
 
Crews will demolish the southern half of the existing bridge and construct a new bridge that will be six feet higher above the San Pedro River to meet 100-year-flood plain requirements. The work will require removal and trimming of a limited number of trees in the work area to allow for crews to construct the new bridge. New trees will be replanted in the area to replace the trees that need to be removed.
 
Construction of the south side of the new bridge – a 17-foot-wide section with a 13-foot travel lane – is scheduled for completion before April 1, 2013, when construction will take a six-month break for the nesting season for the protected Southwestern Willow Flycatcher and other migratory birds.
 
During the six-month construction hiatus, traffic will use one lane in each direction – eastbound traffic on the newly constructed bridge and westbound on the old bridge – and the traffic signal will not be in use.
 
On Oct. 1, 2013, work will resume with demolition of the north side of the old bridge and reconstruction of the rest of the new 44-foot-wide bridge. The signal will once again control traffic sharing a single lane on the completed portion of the new bridge.
 
During construction, pedestrians will not be permitted to cross the bridge for safety reasons and bicyclists are encouraged to avoid using the bridge. Also, the hiking trail that originates at the nearby San Pedro House and passes beneath the SR 90 bridge will be closed during construction. Other trails in the area will not be affected.
 
When the project is complete in spring 2014, the new bridge will feature two 12-foot travel lanes with 10-foot shoulders for emergency situations and for use by bicyclists.
 
ADOT encourages motorists to drive safely in the work area and be aware that they will be unable to see oncoming traffic while waiting at the temporary traffic signal.

Segments of State Routes 80 and 90 in Cochise County to be restriped starting next week
 
Intermittent restrictions near Sierra Vista and Tombstone will create brief delays for motorists
 
The Arizona Department of Transportation will restripe segments of State Route 90 in Sierra Vista and State Route 80 near Tombstone starting next week to complete a repaving project in those areas. The striping work will begin Monday, Sept. 24 and continue daily through Wednesday, Oct. 3, excluding the weekend. Daily hours of operation will be 7 a.m. until 5 p.m.
 
 
Motorists traveling on the two state highways can expect brief delays while ADOT crews place final pavement striping in the following areas:
 
  • State Route 90 - north of Sierra Vista and includes Huachuca City. The project area's western boundary is approximately a half-mile west of the intersection with Railroad Drive and the eastern boundary is the traffic signal at Buffalo Soldier Trail.
 
  • State Route 80 - west of Tombstone. The project area extends from approximately four miles west of the junction with State Route 82 and continues to the western edge of the City of Tombstone.
 
In both areas, a striping machine will move slowly through the project area applying the new paint with a Department of Public Safety patrol vehicle trailing behind. Speeds will be reduced approaching the work area.
 
Motorists on SR 80 can expect longer delays because the work will be in a two-lane segment of highway. The work on SR 90 is in a four-lane segment so motorists will be able to pass around the crews using the additional lane during work hours.

Paving work begins next week on westbound Interstate 10 between Benson and Willcox in Texas Canyon
 
Paving work will begin in Texas Canyon next week as the Arizona Department of Transportation begins work to resurface 14 miles of westbound Interstate 10 in central Cochise County.
 
A nearly three-mile segment of the left lane of westbound I-10 will be closed daily from 3 a.m. until 6 p.m. from Monday, Sept. 24 through Friday, Sept. 28. The closure starts approximately two miles west of the Johnson Road interchange (Exit 322) and continues until approximately one mile west of Dragoon Road (Exit 318).
 
Message boards will warn approaching motorists of the 16-foot lane restriction and the posted speed limit will be 55 mph through the work area. Department of Public Safety officers will be stationed at the work site.
 
The $4.2 million project will repave westbound I-10 from the east end of Texas Canyon to the east side of Benson. The project also includes installing new guardrail, replacing bridge barrier walls at Adams Peak Wash and Sibyl Road and replacing three drainage culverts near Johnson Road.
 
The work is expected to be complete in late October.

Additional lane closure added on eastbound I-10 overnight Sunday
 
Motorists traveling on Interstate 10 near the interchange with State Route 90 will encounter travel restrictions later this week and early next week as the Arizona Department of Transportation continues work on the newly constructed overpass in Benson.
 
The following are restrictions are scheduled:
 
  • The right lane of westbound I-10 will be closed from 6 a.m. until 4 p.m. Thursday, Sept. 20 for one mile starting a half-mile east of SR 90 to allow crews to repair a barrier wall.
  • (NEW) The right lane of eastbound I-10 will be closed for paving from 8 p.m. Sunday, Sept. 23 until 6 a.m. Monday, Sept. 24 starting one mile west of the SR 90 interchange (Exit 302) and continuing for nearly one mile east of the overpass.
  • The entrance ramp to eastbound I-10 from SR 90 will be closed for paving at 9 p.m. Sunday, Sept. 23 and will reopen at 6 a.m. Monday, Sept. 24. During this closure, SR 90 motorists will travel west on I-10 to Mescal Road (Exit 297) where they can exit and return to eastbound I-10.
  • The right lane of eastbound I-10 will be closed from 9 p.m. Monday, Sept. 24 until 9 a.m. Tuesday, Sept. 25 starting a half-mile west of SR 90 to approximately one mile east of SR 90 for paving work.

Texas Canyon rest area on westbound Interstate 10 to close later this week for repaving
 
The Texas Canyon rest area on westbound Interstate 10, approximately 65 miles east of Tucson, will close for three days this week to allow the Arizona Department of Transportation to finish repaving the parking area and the entrance and exit ramps.
 
The rest area, located midway between Willcox and Benson near milepost 321, will close at 6 a.m. Wednesday, Sept. 19 and is scheduled to reopen at 5 p.m. Friday, Sept. 21.
 
During the closure, crews will remove and replace the surface asphalt in the parking areas and ramps and restripe the new surface.
 
The nearest rest area east of Texas Canyon is at San Simon (Exit 388). Other facilities are available in Benson and Willcox.
 
The rest area on eastbound I-10 in Texas Canyon will remain open.
 
The work is part of a $4.2 million project to repave 14 miles of westbound I-10 between the east end of Texas Canyon and the east side of Benson. The work also includes constructing new bridge barriers at two locations, repairing guardrail and replacing several drainage culverts.
 
The repaving work on westbound I-10 is scheduled to begin in late September.
